It's the nature of holes in the ground they always fill up with water and there's no advantage in spending the money to pump it out. Probably minimised the dust problem as well
In Florida I dug lakes for a developer. I would dig a ten to twenty acre lake in the middle he would divide the land sell it for lake front property, sell the spoil not used for grading and use the profit to build the first house or two. It cost him literally nothing to complete the project once finished. ChiefD

That's an ICD ,Improved crane dragline,I used to drive the old lever clutches, no air control ,mainly 22rb....
