They’re not one of the starving ones, they’re someone that got close enough to have a clue of the reality outside their country, but not close enough to necessarily get themselves out safely, which is almost never possible. Not every single person in North Korea is necessarily starving, especially at any given time. They’ve had particularly bad famines at times, but regardless, there’s a small fortune of an economy there, and rampant corruption at every level. So, many find ways to get by, but many, many, especially across the entirety of rural NK, struggle against a nearly impossible hell on earth of an existence..
