Yes. The stitch is half-double and going into the first loop of the stitch

I looked it up. The only difference is that you yarn over and then pull thru 2 loops . You don’t pull thru , and then pull thru all 3 like a half double.Pretty small difference but it makes a neat bump on the back of the stitch )different than 1/2 double crochet.

YES it is and if she was using UK terms they don't even have SC, so it would be HTR, so have no idea where this terminology came from but it is done in the front 3rd loop. VERYT confusing terminology.

For anyone who might be confused....
US terminology - HDC (half double crochet
UK terminology - HTC (half treble crochet)
This is essentially a one row repeat.
Chain to your desired length
R1 - skip 2 stitches, HDC in 3rd ch from the hook. Continue across. Ch 2 and turn.
R2 - HDC in back loop only of first stitch, and every stitch across, HDC in top of turning ch. Ch 2 and turn.
Repeat to desired size.
If you want the ridges only on one side of the blanket......
Chain to your desired length
R1 - skip 2 stitches, HDC in 3rd ch from the hook. Continue across. Ch 2 and turn.
R2 - HDC in every stitch across. Ch 2 and turn.
R3 - HDC in back loop only of first stitch, and every stitch across, HDC in top of turning ch. Ch 2 and turn.
Repeat rows 2 and 3 to desired size.
This pattern, due to the stitch used, is a yarn eater. Be sure to plan accordingly! I would also recommend using a light to medium weight yarn. It won't work as well with a bulky or super bulky I don't think.
