You gotta love bureaucracy. I can't imagine how stressful and frustrating it must have been for these couples. "Hey honey, come on over, let's start our new life!" "I can't, I'm stuck at the port city!" Remember the husband in most cases couldn't just fly across the Atlantic quickly to help their foreign bride either in the 1940s. If he was in America or Canada already, things were even more difficult.
