Glad to see your still playing. Killing Pirates is probably the best way to get building knowledge since you don't even have to try for it when your already killing pirates as you explore anyway. =P
yes you can get the building knowledge from chests and defeating a pirate setor, if you beat them in a higher material space. other options are defeating bosses (Bottan the Smuggler is a good one for that if you use torpedoes) buying from a shipyard, for money, buying with the ore you collected with an r mining turret at a resource depot and the most expensive option, purchasing it from a smuggle station

For the algorithm
I got very tired of the building knowledge thing, so now I only play the Classic mode.
This helps alot, not having to do all that other shit.
