yes, that is correct. a pole-mount distribution transformer (aka "pole pig") is used as step-down transformer while in service, but when fed backwards it will function as a step-up transformer.

well, i stumbled across those on ebay... i think i was searching for "pass through" or "feed through" insulators. the seller had them mis-labeled as "ham radio insulators." can't say ive seen them before or since, but im not really actively searching anymore. keep an eye out though; there are other types of feed-through insulators out there that could fit the bill too.
