He is Kenuichio Harada, aka the Silver Samurai, and he had been appearing in Marvel comics for decades before appearing in CotA, namely Daredevil and X-Men comics. He even appeared in The Wolverine movie. So, actually, it was Marvel's failings and stereotypical character conceptualization, not Capcom's😂
