60 days before end of the study period? So, if I start a 12 month program at Humber college in January 2020, can I apply for OSAP in Nov 2020? In that case, will I receive all of that OSAP grant or just the portion of it calculated for the rest of 2 months expenses?

OSAP is about using the loan program to pay for post-secondary education . You will need a job or a source of income to pay back OSAP.
