She kept China together without giving up a lot of territories to the Western powers, paving the way for Modern China. There was a reason why Luffy did not feel the need to liberate whole cake island compared to Wano.

To be honest Tottoland was a pretty great place to live. Everyone got along, had food and houses for their families.
