Mam uttar pradesh,bihar and himachal pardesh have created only lokayukta .and some other states like Rajasthan Karnataka Andhra Pradesh and Maharashtra have created lokayukta and upalokayukta.mam book mai m.l laxmikant mai ye diya hai .mam batiye sahi kya hoga.

Mam I have a doubt ...you mentioned in the functions of lokpal that lokpal can take up complaint suo motto but mam I think this is not true as lokpal is unable to act suo motto.
And mam as i was reading I came to know that Rajasthan , Maharashtra have concept of Uplokayukta as well
