Maybe the Observer of Myths doesn't trigger because the totem originally has less attack, but then it gets the buff from the passive, so, in a way, it didn't summon a minion with higher attack: it just summoned a minion and the passive gave it higher attack (specially because the attack value is green, which indicates that the value was increased by a buff)
Yeah it only works “incorrectly” on summoned totems as it checks the stats on entering which isn’t buffed whereas ones from hand are buffed ahead of time.
Observer of Myths also has a frustrating interaction with Leokk where he won't buff your board because Leokk's aura applies before he checks to buff. My understanding is that in all cases Observer of Myths simply chooses to work in the most useless way possible.

I'm saying that him having a good ranked deck except stronger shouldn't be a problem if the format is properly balanced

Observer of Myths is the most annoying card. It was like, the only card that acted like you summoned Wildseeds
