I feel bad for Shey Peddy, but in NO WAY was that a flagrant foul. Horston went up to deflect the ball in the opposite direction. As she was coming down Shey Peddy moves into her. A very unfortunate accident, but Horston is already coming down as Peddy is coming towards her. Horrendous call. I understand the reason for the rule, but definitely a bad call her.
I see where you are coming from, but at the games when they review for a flagrant foul, they put the defining characteristics of the two flagrant up on the Jumbotron for the audience to see/understand. And they state: "a foul extreme or so severe that the opposing player is in danger of serious injury" even when completely unintentional. By that standard, being hit hard in the neck/head as Shey was, and her rendered unconscious, does qualify as a Flagrant 1. This season we've seen hits to the head have been upgraded to flagrant 1 every time. *Edit for spelling
