Abilities were introduced in the third generation, and none of the 8 Legendary Pokémon introduced in that generation had Pressure as an Ability. The weather trio had completely unique ones at the time too. That's almost half of the Legendaries at the time. (I'm not counting Mythicals.)

Victini's V-Create may not look that powerful but it is the Strongest Fire Type Move with an attack power of 180. It is succeeded by the Gigantamax Move of Cinderace G. Max Fireball which has an attack power of 160. So basically this cute little Pokemon Victini has a move which is more powerful than a Gigantamax move

Specifically The kantonian birds, mew, the 3 legendary dogs, golems, lake trio, 3 genies, cosmog and cosmoem,stakatake, poipole, naganadel. guzzlord, kartana, nihilego, pheromosa, buzzwole, zurkitree and clesteela don't have signature moves, the ultra beasts aren't legendarys and neither are the mythical(but these are up for debate), the legendary dogs, eternatus, urshifu and other legendarys that could be brought from pokemon go are here dispute not being introduced in the crown tundra(kind of a stretch), kantonian moltres uses burn out, a 7th gen move. xerneas uses giga impact which doesn't uses the special attack stat, kartana uses smart strike, a tm only move for kartana as opposed to leaf blade and finally he didn't uses blizzard with kantonian articuno

I thought the Kantonian Legendary Birds being shown off at the start was referencing the signature shadow moves from Gale of Darkness, but then Zapdos used Thunder instead of Thunderbolt, and that makes me sad.
I personally have mixed feelings about the Legendary Max Raids: Good Side: Never caught a Legendary before Sword and Shield so there's a plus. Bad Side: They're so hard to get to, and by the time you get there, you only have one life.

I thought the Kantonian Legendary Birds being shown off at the start was referencing the signature shadow moves from Gale of Darkness, but then Zapdos used Thunder instead of Thunderbolt, and that makes me sad.
I personally have mixed feelings about the Legendary Max Raids:
Good Side: Never caught a Legendary before Sword and Shield so there's a plus.
Bad Side: They're so hard to get to, and by the time you get there, you only have one life.
I mean if you arent with NPC and are with actual, smart, competent people, you shouldn't have 1 life left

Some of the moves shown that other Pokémon could learn were moves that would have been signature moves.
Remember, Pokémon has been going since the 1990’s, so they had to reuse a few moves.

Example: Zygarde is Ground/Dragon. If Zygarde uses Dig, it will do more damage because both Zygarde and the move are Ground type
