It literally translates to countryman or fellow countryman. In my youth, we used it like the term "brother" for a close friend or fellow Italian - especially in New York. It depends on your cruiseline, other factors affecting the onboarding process like the speed at which the manning team processes your paperwork. If I was to guess using my own circumstances for reference, I would say from 2 weeks to 2 months. Have you received your LOE?
