You can get there without a balloon, and it would be safer than standing on the island, since the tornado can't reach the volcano and it's the tallest stucture to avoid the flood and tsunami. Yes, there's still acid rain, but if you run around on the volcano and eat your Apple, you would survive longer. But, the volcano can kill you when your on, but only in some areas.
