But then I realized the very specific zoom on Oppenheimer and his awkward reaction to make it clear, that it is supposed to show the whole interaction from Oppenheimer's perspective and his disdain for military bravado. I think the camera direction here is really what adds to the scene having a goofy feel as a whole. If it were a static wide shot with the same exact dialogue, delivery, actors, stage movements, and scenery, no one would feel it’s misplaced at all. The camera would be still, we’d see and hear Damon deliver his line, Oppenheimer do his smile and walk away, and be left to see the third actor in silence/shock/bewilderment reacting to what Damon just said. That feeling of the third character would tie well with the stillness of the camera + the cold, blank width of the wide shot, creating an overall dry, serious feel.

It wasn't bad acting in my opinion. I understand that it looks goofy and melodramatic to many of you and it is!!! But that doesn't mean its bad acting. If it makes sense with the character and the scene then its good acting...
Damons character is not supposed to be a very charismatic man and this whole recruiting process frustrates the hell out of him. He's a hard-nosed military man who doesn't have much respect for many of these Scientists and their various intellectual excuses & hesitancies. He likely see's many of them as weak willed nerds who're too afraid to commit to something bigger than themselves. He has an inflated ego about this whole situation and thinks that many of these college professor types should feel honored about even being given the opportunity to serve their country...
We've all thrown little temper tantrums towards people we don't respect. And I hate to burst any of your bubbles but often times it comes across as cringey. ye but there are goofy generals in all disaster films from independence day to mars attacks. but they still can portray real anger. damon isn't capable of getting mad or being aggressive. he's too soft for that. so he just spits like a baby. and the line isn't great either. again like something a child would write down. one of those character actors from any disaster picture would still be able to deliver it forcefully without going over the top with spittle and tears

he doesn't sound "goofy," he sounds desparate and because he's a character who is infused with gravitas (he's a general, doesn't show his emotions), when the scene is demanding, the scientist who doesn't understand the importance of what's happening, a reaction, he "let's it out," naturally, the way the character actually would
that's "good acting," and not anything "goofy"
if anything else, people are also confusing their reactions to the actor playing the character to just the character himself; the same way people confuse walter white's wife's actor for being disgusting, when the character (the wife) is completely justified (walt is continuously lying to his marriage partner)

this scene + camera movement is all about people speaking FOR Oppenheimer instead of him mounting his own defense for his projects. Says a lot about Nolan's brilliance that he uses Matt Damon's fame and bravado--just off center--to draw attention away from Oppenheimer's lack of moral conviction, on display right down the middle of the frame.

As others have noted, the delivery makes sense in the context of the character. If anything is wrong, its not the acting but the writing. The rest of the movie has the whole "mid-century WWII gravitas", but Damon's line here sounds distinctly like something a millennial would say, and the resulting dissonance is comical.

I really liked this movie, I think the people who hated it went into the film with the idea that it'd be about the making of the nuclear bombs, but it wasn't. It's not that at all. It's about the life and the history of the man, Oppenheimer. Obviously the bombs play a huge role in that, but that's not the story that is being told. It's the story of the man, the man who became death, destroyer of worlds... And Nolan, along with an excellent performance from Murphy, portrayed that story beautifully
