Ethically speaking i'm quite sure that nothing will happen between them. There would be too many complaints from editors and fans that want kana/akame to win(i would be fine even with aqua × ruby, but that's not what most want). Furthermore, i think that aqua would just manipulate ruby. Her love for him goes so deep that it makes her really useful. In certain aspects she's better than him and that would help him.
