I guess it is a history treasure now. There is more to it than just the books and with people using it it would get damaged. There is plenty of libraries all over Prague with great books to read :)
Did it occur to you that these books are precious artifacts that require certain temperature and humidity in order to be preserved? Researchers can use their digitized form or more recent issues and ordinary tourists probably can't read the languages they were written in anyway.
