Well, train wheels aren't exactly like that. The length it goes out is smaller, but it does function somewhat like that, so it can turn left or right easily
To all non-engineers, those are called omnidirectional wheels. In reality, the smalls wheels connected to the big one don't spin by themselves, so the main wheels are aligned in a specific position, that way each specific turn controls the robot's direction of movement.
Actually the train on the left wasn’t going faster because it’s heavier it’s because the wheel diameter is bigger than the train on the right thus it goes faster because bigger wheels travel faster than smaller ones.

the real reason cone wheels on train work is that on turns when its turning there will be less weight on where the side wheels are and heavier where teh track is or the other way round
