At any hill station/ ghat road govt/municipality should have checked the permissible weight & height of the load.
Next in this case instead of wasting previous travel time for other vehicle the owner of this vehicle must have done first offloading the stuff from this. Can be shifted to a another vehicle. So that workmanship will be easier.
