The boiling point of water is related to pressure, however the boiling point lowers with lower pressure. Wich means that you need less heat to bring water to a boil if you're on a mountain then you'd need at sea level. What they might have wanted to say is that the temperature doesn't get high enough to kill bacteria. Wich is also unlikely since most bacteria dies at 60°C wich would be the boiling point at around 200hPa (0.2bar). Compared to that the normal air pressure at sea level is a bit over 1000hPa (1bar)
