The only reason why Luffy didn’t completely wash people in bounties is because almost everything he does is undocumented. They don’t know about skypea, they didn’t report him defeating Gekko Moria, his second warlord, and they didn’t report anything he did impel down

@ regardless of how you feel about any of those feats those would all significantly increase his bounty. Defeating a warlord, being the first person to infiltrate and escape impel down and breaking out all the prisoners and a revolutionary captain.

In Alabasta they told people that smoker defeated smoker but still boosted luffy’s bounty for example. Regardless of how YOU feel, at this point 3b is good enough.
