They raise the leg because they can see/anticipate that the player is going to shoot somewhere in the upper corner, so they try to fill as much space there as possible. Basically one arm + one leg covers more of the upper corner than only one arm.

Lmao bro, maybe these professionals know how to do their job better than you, some random dude in the comment section of a RUclips video. prepare for a long rant, TL;DR at the bottom A football approach to goalkeeping would be inefficient and stupid in handball. The goals are 2x3m compared to 2.5x7m for a football goal. Due to this size difference there's no need to dive because you can cover the whole goal by side-stepping and using your 4 limbs. On the other hand (hehe) the impacts come from way closer (6 or 9 meters from the goal and the keeper is often a few meters in front of the goal), with similar speed to football, and are done using hands, not feet. Except if you're a monkey you should be way more dexterous with your hands than your feet. This means that at this level of play that a: a shooter will shoot the ball where they want it b: it is way easier to feint with your hands than with your feet (or head for that matter) In a lot of 6m shot (like in this video) it's basically a hail mary, the odds are so stacked against you as a goalkeeper, you just try to occupy as much space in the goal and hope for the best. Small digression :Thierry Omeyer, widely renowned as the world's best goalkeeper of all time, had a carreer record of 40% of shots saved in a game on average for example. Neuer in football had seasons with an 80% success rate, you can't compare the two sports. So in this situation, putting the legs up (especially so called "star" saves where you do the splits mid-air and extend your arms) makes perfect sense because that's the best way to occupy a lot of space and surprise the shooter. Even when the odds aren't stacked as much against you, handball goalkeeping is about reading the shooter and the shooter reading the goalkeeper. As said earlier the shooter can change their mind about their shot until the very last instant so if you give too much information to the shooter (and diving is giving too much information, see how football goalkeepers do it) you'll penalize yourself and give the opponent a free shot. Conversely you can as a goalkeeper feint the shooter, by giving him an "easy shot" and closing that angle. Last thing. There's a bit of bias in this video, it shows the best saves, but the most impressive ones are the one where they raise their leg and stop a 130 km/h ball in an instant. Some saves are more stationnary of course. I could go on and on about the specifics of handball goalkeeping but that's the gist of why goalkeepers protect their goal this way in handball, feel free to ask any question TL;DR: diving like in football is overkill compared to the size of the goal and gives too much information to the shooter, thus allowing him easily to score on a nearly empty goal
