Bob Dylan made it first, then Adele somehow revived (?) it :)))
It actually makes me upset how many people are writing it as "Make You Feel My Love- ADELE" like somehow she has credit to the song. The word "cover" would fit nicely somewhere in there. Bob Dylan wrote it; she just did a lower quality cover. At least Sungha gives him the credit.
This version of the song is using, pretty much note by note, Adele's version of the vocal melody, as well as the bass lines and other instrumental cues from the version Adele recorded. So, to be fair, it's a cover of Adele's version of a Bob Dylan tune. Primary credit goes to Dylan, sure, but Adele's mark on the song here is obvious.
It's sort of like how all covers of "Hallelujah" are, of course, covers of Leonard Cohen, but always heavily influenced by John Cale or Jeff Buckley renditions. Or how covers of "Feeling Good" are always strongly influenced by Nina Simone.
