Looking at the resources on both sides, Zelensky will regret this move. This is an act of desperation on the part of Ukraine and will hasten the defeat of Ukraine. In areas where Ukraine has built defences and yet is unable to withstand Russia, Kursk incursion does not provide Ukraine with any of these defences and will succumb when Russia mounts a counter offensive. Resources which Ukraine could have used to defend its existing territories will be expended. I fear for Ukraine. Ukranian soldiers will die for nothing in a gesture to belittle Russia.

As for Admirals, you do not need to extrapolate as there hasn't been a good Russian fleet commander since Imperial Russia and even then, it was pretty sad. The 1904 Russo-Japanese war proved how sad the Russian Navy has been and it hasn't recovered. There was a brief time in the 1960's and 70's where it might have been good, but those times are long gone.

The problem is that Russia and the Soviets were always corrupt and murdered all of their best talent. They promote based on party alignment rather then skill.
