hydra wouldnt take him in cause hes using a PD lawyer known for snitching. his purpose in the city is a clean guy so the char is basically done. his death trigger a wide investigation into all his properties. everything is gettin raided. including marty warehouse and all of the properties he transfer over to hydra street team. think theres 4 total. david and axel got caught. they probably going to get subpoena, which could link them to hydra and since jayden texted flippy that they killed rocco, hydra might be under investigation as well.
They killed him bc Rocco knew that hydra didn’t have his back 100% especially if they get in a situation where Rocco could do the same thing to them. He saw that it would have been the best option for him to past from a bullet by the boys that trusted him rather than a bullet from someone from cypress. He gets the “last laugh” tho as his death will most likely push the marshals to investigate further with cypress and hopefully ruin there operations if they succeed especially now since the warehouse property that Rocco had transferred to martins name a few hours before his death

Why he let himself get clapped
Hes a clean person. He only wake up to pay bills until the 404 arc happen. So Once he got expose that char is basically done.
