If you see 21st pair, then chromosomes in it are of similar length, if you are talking about ehole karyotype then chromosomes become non homologous having different length. Hope that can crush your doubt

Homologous chromosomes are similar cuz they have same length n same position of allele of a same trait They aren't identical because allele maybe different like ,one can contain the dominant one n other may contain the recessive one .
