Google abusing h1b visa

if by abusing visa , Google is Becoming 2 trillion dollar Company and pumping more money in US economic, Leading the world in research then would you please explain what was the Reason behind US Making H1B visa ?
Rules are made to server the purpose of country / it's intrest, I see, Google is benefiting from this visa and also pimping money in US economic, so what's wrong in that .. ?
Also if you keeping Making rules over rules , you will end up Becoming Europe ( Full of strict rules and regulations ) which resulted in Europe loosing it's Innovation capabilities, no company from Europe is included in list of Top tech companies. ( Very far behind US companies)
And if US also does the same ....then China is happily waiting for this move . Imagine Chins Replacing USA as Super power.
