It is safe to say that Ian had a significantly career-defining impact on several people who went to university with him. I know I personally would not have got as deeply into web technologies as I did without his influence, and I certainly would not be working for a browser vendor to this very day if not for him.
His proposal honestly seems like a no-brainer. If you designed the web today, it would be a low-level API like any other virtual machine. Provide a secure sandbox with I/O, then let the community design high-level libraries on top. What we have today is high-level libraries on top of a high-level API.
