This is a problem everywhere; people just doing whatever they want no matter what the rules or etiquette of the place is. Every Walmart, Publix, Winn-Dixie in Florida has a clear sign that says no pets or animals allowed unless it's a service animal, but the ratio of non-allowed animals in grocery stores to actual service animals is 1,000 to 1. If you ever see a registered service animal, you're in luck, go buy a lotto ticket. Emotional support animals are not registered service animals protected by ADA regulations.

It's extremely difficult to net an injured bird, and you generally need a special net and a bunch of people. They didn't know how badly it was injured, and wanted to see if it could recover its wits and fly off.
