Rex is actually a vastly superior mech solely because of what Otacon explained: it's shell is immensely thick; using it's shell as a weapon is ingenious. The hydraulics that would be required to hold that thing up would be able to pump out absurd PSI.
I think Ray wasn't designed to fight one on one. It was mass-produced which probably means that it's not as good as any other Metal Gear but since you could just gang enemy Metal Gears you were at an advantage.
Though really, Ray was actually built to be a tin can for Raiden to knock over as a part of the S3 plan. So if you think about it, Rex trashing Ray so easily actually kinda makes sense. It's probably why the Patriots didn't seem to care about Ocelot having Ray

Rex was stronger, had more armor, higher caliber ammo, and various weapons systems. It's frame also made it possible to kick and jump, Ray was only able to jump and stop, it's legs were only built for movement, not combat. :D lesson here: Do NOT fuck with Mecha fans
Flipping over a tank with a single kick would save REX quite a fair bit of ammunition y'know. It's designed to be a defense system (At least, that's what Otacon intended it to be) but that doesn't mean it wouldn't be intercepted by enemy units - that's something which was emphasized in both MGS1 and Peace Walker.
in comparison rex is more focused on self defense and great nuclear capabilities(stealth nukes), meanwhile Sahelanthropus is focused way more on the offensive whit regular nuclear capabilities(Intercontinental ballistic missile + Uranium-enrichment archaea self destruct) rex had only 3 weapons outside of the rail gun, guided rockets, the 2 machine guns and the laser Sahelanthropus had 2 gatling guns, 6 guided missile launchers, 4 surveillance mine launchers, 2 metallic archaea nano-fiber blades, a Flamethrower and a railgun, way way way more offensive than rex
Sahelanthropus has NOT the same armor as Rex which can only be damaged by anti-tank rounds. Also Rex weaponry is bigger than any metal gear ever created. As Huey or someone in MGSV said, Salehantropus is not tough enough to take armies by itself so they turned it into a bomb should it ever fail at its mission. Rex was designed to be THE ULTIMATE metal gear. It's railgun carried an invisible nuke for fucks sakes. None of the salehantropus weapons could ever pierce Rex...as the Sahi doesn't have anti tank rounds. At least Ray does and it has that high pressure water gun which can cut through almost anything. Rex was literally the MAC DADDY of metal gears. Hal was the creator is Rex. It was special even Hal said they “Rex’s armor was perfect you can’t destroy it” the only reason snake and gray fox were able to pull it off was because Hal purposely gave it a “character flaw” beaten up Rex with Hal helping you out vs Perfect Ray was as balanced as it could be. Rex in its prime would have demolished Ray.
RAY's armor is pathetic though. In MGS2 RAY's armor falls apart easily, because it sacrifices it's armor for the sake of maneuverability. Admittedly, RAY could outpace a REX movement-wise. But when it comes to REX, it's armor is extremely durable. Bear in mind that the REX is over a decade old, and on top of that, it had it's entire system nuked by missiles during the shadow moses incident, AND it was in a hanger that caved in from bomb runs. RAY goes down from about 6 well placed missiles.
Keep in mind the rays in mgs2 were mass produced ai controlled versions meant to protect arsenal while ocelots ray is the one from the tanker fully powered
If you think about it, i guess RAY only outmatches REX due to how mobile the former is compared to the latter. Apart from that, it's hard to imagine how RAY would be an anti-REX Metal Gear. Ps: I didn't play MGS4, so i probably missed something while writing this.
The water cutter is an execution weapon, RAY would ambush its prey dodge REX’ slow attacks, then execute it with the cutter, REX suddenly being faster and more responsive screws that up
wow. why are so many comments in here actually trying to sort out the facts and logistics and reality of the in game task? Everyone does realise that this was in game for nostalgia feels right? It doesn't matter that REX was laying rusted for 10 years, it doesn't matter that RAY was designed as a REX countermeasure, it doesn't matter who the pilot was, or what emulations Otacon supposedly put here. It doesn't even matter that software isn't going to make a 50 ton rust bucket of a mech "more agile" The point is the whole of Act 4 is a call back to MGS1. And there's no way Kojima was letting the player leave that Act without at least seeing REX. But to pilot the machine you destroyed? To have a walk around in it, fire its guns? hell yeah. To kick liquids ass with it, and to kick RAYs ass with it? hell yeah. Facts and figures don't matter, logic doesn't suffice. This is just an awesome part of a game driven by memories of previous encounters that just gives the player a good feeling

The fight ignores how the munitions in REX didn't go bad over the course of like a decade of just sitting there unmaintained. Also ignores how liquid would have likely used a significant amount of said munitions during the boss battle in MGS1.

Correction, RAY was designed as a counter measure to COUNTERFEIT Metal Gears all over the globe. Rex was forgotten and abandoned. It's by FAR the most powerful Metal Gear ever developed. It's armor is in its designers' words, perfect. The thing is practically unscathed since SM, all Snake did was destroy the original cockpit interface, which the Mark III replaces here.

I suppose being versatile, and being able to cover for your weaknesses is pointless. I suppose it's pointless to put a bayonet on the barrel of a gun. When you start ignoring unknown possibilities is when you end up having problems, especially if situations like what "DeathtoRaiden1" illustrated were to happen. There's nothing absurd about adding close quarters capabilities to rex. It only makes sense to be safe.
@Chariflame He said in MGS 1 that is was a mobile TMD, which stands for theatre missile defense, I think the rail gun was meant for shooting down nukes, not shooting nukes themselves, he did say the armament was handled by a different department though... but I guess they went ahead and made provisions for close combat on Rex itself before it was armed with the additional weapon systems..? That's just my guess.
The first one, Otacon basically cheatyfaces by using a remote VM to double the calculations REX's computer can do to let it move faster and balance better.
You definitely have to stay on your toes on the boss extreme. Ray nearly snuck up behind me but I managed to CQC it in the split second and finish him off.
in MGS1 he thought it would be used to shoot ICBMs out the sky with its Rail-Gun and thought it would be used for defense. He knew that the laser, missles, and gun pods were part of REX for medium-long range DEFENSE and thought that in case the enemy got in close with armored vehicles it wouldnt be ready so he installed the Street Fighter program! Hope this clears it up even though its an old comment :D

So having extra combat algorithms actually makes more sense with his level of knowledge about it's combat application.

Rex has been theough a lot. Designed and build by Huey as Sahelanthropus to be an upright walking nuclear bomb vest and revolutionaize metal gears, got beaten badly by big boss, got hijacked by Liquid, got badly damaged again, stored as a trophy in mother base, secretly fixed by Huey and child soldiers, hijacked by Liquid again, badly damaged again, further story of it in MGSV is unknown. Then after 20 years his design got used by Hal, being built secretly, got hijacked by liquid yet again, got badly damaged yet again, had 2 shirtless brothers fight on top of it, no further story in mgs1. After 10 years he got redescovered by liquid, sho stole his rail gun and then finally, ending his long lasting character arc he was used for something good, he got piloted by Snake to stop liquid, ending his story as the longest lasting metal gear. I start to understand why people like him (actually no, they like him for different reasons)
This battle was truly something epic and intense. I've always wanted to use one of the Metal Gears in battle instead of wrecking one for the umpteenth time. And I'm not even a mecha fan.
Did you miss the part where he tells you it had multiple SELF DEFENSE SYSTEMS. You know, things to help it defend itself from the people launching the nukes it was to intercept? In MGS1 he knows what other weapons were to be installed in REX. He was designing a war machine, but it was to be a counter to WMDs and not a WMD itself.

Theres one flaw in your logic. The StreetFighter program wasn't supposed to be hidden feature, it was never officially installed because it was "shelved before we could make our pitch". If it did got accepted, and the building plans would get stolen, then so would the streetfighter program.
ray is meant for "hit and run" operations, while the enemy metal gear knock offs are docked in their motor-pool ray jumps out of nowhere and destroys them while they are vulnerable with no pilots.
otacon built Rex like a unit, What otacon upgrades code does is it gives rex more faster response time and better sonar performance so basically more wide range to see farther, so otacon is pushing rex to the limit of its performance

RAY's armor is pathetic though. In MGS2 RAY's armor falls apart easily, because it sacrifices it's armor for the sake of maneuverability. Admittedly, RAY could outpace a REX movement-wise. But when it comes to REX, it's armor is extremely durable. Bear in mind that the REX is over a decade old, and on top of that, it had it's entire system nuked by missiles during the shadow moses incident, AND it was in a hanger that caved in from bomb runs.
RAY goes down from about 6 well placed missiles.

Keep in mind the rays in mgs2 were mass produced ai controlled versions meant to protect arsenal while ocelots ray is the one from the tanker fully powered
If you think about it, i guess RAY only outmatches REX due to how mobile the former is compared to the latter. Apart from that, it's hard to imagine how RAY would be an anti-REX Metal Gear.

The water cutter is an execution weapon, RAY would ambush its prey dodge REX’ slow attacks, then execute it with the cutter, REX suddenly being faster and more responsive screws that up

wow. why are so many comments in here actually trying to sort out the facts and logistics and reality of the in game task? Everyone does realise that this was in game for nostalgia feels right?
It doesn't matter that REX was laying rusted for 10 years, it doesn't matter that RAY was designed as a REX countermeasure, it doesn't matter who the pilot was, or what emulations Otacon supposedly put here. It doesn't even matter that software isn't going to make a 50 ton rust bucket of a mech "more agile"
The point is the whole of Act 4 is a call back to MGS1. And there's no way Kojima was letting the player leave that Act without at least seeing REX. But to pilot the machine you destroyed? To have a walk around in it, fire its guns? hell yeah. To kick liquids ass with it, and to kick RAYs ass with it? hell yeah. Facts and figures don't matter, logic doesn't suffice. This is just an awesome part of a game driven by memories of previous encounters that just gives the player a good feeling
I always kind of figured it was also meant to parallel the fight between liquid and snake at the end of MGS1, since liquid was the one with the superior genes and snake the inferior ones. You have the inferior REX fighting the superior RAY

The fight ignores how the munitions in REX didn't go bad over the course of like a decade of just sitting there unmaintained.
Also ignores how liquid would have likely used a significant amount of said munitions during the boss battle in MGS1.

Rex was forgotten and abandoned. It's by FAR the most powerful Metal Gear ever developed. It's armor is in its designers' words, perfect.

I suppose being versatile, and being able to cover for your weaknesses is pointless. I suppose it's pointless to put a bayonet on the barrel of a gun. I suppose it's pointless to teach a sniper CQC because he is far off in the field. When you start ignoring unknown possibilities is when you end up having problems, especially if situations like what "DeathtoRaiden1" illustrated were to happen. There's nothing absurd about adding close quarters capabilities to rex. It only makes sense to be safe.

@Chariflame He said in MGS 1 that is was a mobile TMD, which stands for theatre missile defense, I think the rail gun was meant for shooting down nukes, not shooting nukes themselves, he did say the armament was handled by a different department though... but I guess they went ahead and made provisions for close combat on Rex itself before it was armed with the additional weapon systems..? That's just my guess.

The first one, Otacon basically cheatyfaces by using a remote VM to double the calculations REX's computer can do to let it move faster and balance better.

You definitely have to stay on your toes on the boss extreme. Ray nearly snuck up behind me but I managed to CQC it in the split second and finish him off.
in MGS1 he thought it would be used to shoot ICBMs out the sky with its Rail-Gun and thought it would be used for defense. He knew that the laser, missles, and gun pods were part of REX for medium-long range DEFENSE and thought that in case the enemy got in close with armored vehicles it wouldnt be ready so he installed the Street Fighter program! Hope this clears it up even though its an old comment :D

RAY also has close combat attacks, but as REX is controlled by the player, it naturally shows more of them.
RAY wasnt designed with the idea that its own enemies can do such attacks too

Remember back in the days we have to record gameplay with either the hdpvr or dazzle system with the lap top hooked up with 20 wires connecting back to back.

@Chariflame He knew it was a weapon, just not a nuclear weapon. From what he'd been told, it was just a bipedal tank. Meant to bring the tactical advantage of the tank onto battlefields that tank treads can't handle
It's just the fact that the entire reason for having this ultra-agile tank was to be a portable stealth-nuke launching platform that he didn't know.
So having extra combat algorithms actually makes more sense with his level of knowledge about it's combat application.

@Chariflame its a counter in case u get too close to it remember when fighting rex in MGS 1 if u got to close to it it was harder for liquid to attack you unless he stomped on you If an infantry man was able to wreck havok on Rex using this trick imagine a heavy vehicle attacking rex at that distance. Otacon and the other developers noticed this and though hmmmm ok Rex can shot down Missles what happens if Rex has to be used in a combat situation.. and so they added the program
Rex has been theough a lot. Designed and build by Huey as Sahelanthropus to be an upright walking nuclear bomb vest and revolutionaize metal gears, got beaten badly by big boss, got hijacked by Liquid, got badly damaged again, stored as a trophy in mother base, secretly fixed by Huey and child soldiers, hijacked by Liquid again, badly damaged again, further story of it in MGSV is unknown. Then after 20 years his design got used by Hal, being built secretly, got hijacked by liquid yet again, got badly damaged yet again, had 2 shirtless brothers fight on top of it, no further story in mgs1. After 10 years he got redescovered by liquid, sho stole his rail gun and then finally, ending his long lasting character arc he was used for something good, he got piloted by Snake to stop liquid, ending his story as the longest lasting metal gear. I start to understand why people like him (actually no, they like him for different reasons)
This battle was truly something epic and intense. I've always wanted to use one of the Metal Gears in battle instead of wrecking one for the umpteenth time. And I'm not even a mecha fan.
RAY has flexibility and a giant death star lazer. REX has superior armor, combat programs, and a High-Frequency PENIS lazer. Of course REX would win.

Did you miss the part where he tells you it had multiple SELF DEFENSE SYSTEMS. You know, things to help it defend itself from the people launching the nukes it was to intercept?
In MGS1 he knows what other weapons were to be installed in REX. He was designing a war machine, but it was to be a counter to WMDs and not a WMD itself.
@Chariflame Dude, of course they knew it was a weapon- they designed it! This includes the weaponry on-board (the Vulcan cannons, HEAT missiles, FE laser, and railgun) I mean, they were a weapon design company. The only thing that he didn't know was that the railgun would fire nuclear shells.

I do believe metal gear rex is the most powerful metal gear in the series. Zeke is a good one too, as it has a rapid firing rail gun. Actually, isn't metal gear zeke the only one with a rapid firing rail gun?
It's not the most powerful it's the most practical for real war. That's why it's the best because it works in all conditions. It's literally the perfection of metal gear.

Theres one flaw in your logic. The StreetFighter program wasn't supposed to be hidden feature, it was never officially installed because it was "shelved before we could make our pitch". If it did got accepted, and the building plans would get stolen, then so would the streetfighter program.
I was referring to these particular codec calls during this fight, but I do listen to to the codec calls throughout the game.
ray is meant for "hit and run" operations, while the enemy metal gear knock offs are docked in their motor-pool ray jumps out of nowhere and destroys them while they are vulnerable with no pilots.
otacon built Rex like a unit, What otacon upgrades code does is it gives rex more faster response time and better sonar performance so basically more wide range to see farther, so otacon is pushing rex to the limit of its performance
