The effect shown in the picture is Greenhouse effect. The wind shield allows shorter wavelength of solar radiation coming from the sun to pass through and enter the car. As it enters the car the radiation is subsequently absorbed by the interiors and then they behave like a black body and emits radiation themselves but the radiation emitted by them are of longer wavelength and the this radiation cannot pass through the windshield thereby heating up the inside of the car more and more.
