Position of the arm: If the arm is in a natural position relative to the player’s body movement, it might not be considered a penalty. The referees may have judged that Cucurella’s arm was in a natural position.
Speed of the ball: Since the ball stroke the arm from close range with high speed, and the player had no time to react, it shouldn’t be deemed a handball.
Movement Towards the Ball: If the arm moves towards the ball, it is more likely to be considered a handball. If it does not, then it might not be given as a penalty. And oh look Cucurella was actually backing his hands.
Fulkrug was also offside but we may not count that.
