I think that's not the right way to put it. GT Frisk at this point would at least have a balanced battle against Sans. Sans is not the terrifying silhoulette, it is Frisk. Frisk is not an child moved by seeking power and evilness, but by hate, vengeance and anger. He's a way more powerfull than his genocidal version.
