Furthermore the swordsman will have to disengage from the fight and put space between them to free his sword, all the sai owner has to do is start punching or kicking the swordsman. Many swords are two handed, but you only need 1 sai to lock a sword in place (two is just more secure.) Swords are anti-nunchucka weapons. Nunchucks typically have a piece of string, not metal chains, connecting the two wooden pieces. The sword cuts the strings, the swordsman moves in to finish off his opponent or the nunchucker has to disengage to find a replacement weapon (which is why they carried two and replacement strings). Nunchucks are anti-staff weapons. That piece of string (which is why it's made with string, because metal chains wouldn't work the same way) can be wrapped around the staff locking it in place, the string can also glide up or down the staffs length, to help control the staffs movement, which allows the Nunchuck user some time to get in close & bypass the range. The staff user must (basically) retreat and create a bunch of space to free his weapon, putting him into a defensive position (while in a fight, and to control it, you want to be the one attacking). And the staff doesn't give two sh*ts about the sai's defensive qualities because of its range, making the very up close and personal nature of the sai's moot. The sai user is better off finding a different opponent. And that brings us full circle. Of course a half decent student knows all the weaknesses of their weapon(s) and how to counter them, to maximize the effectiveness of the strengths.
