9. How to create a Header using WordPress Block Editor?

As of now it's not possible while using FSE default Block base theme.

I want to implement google tag manager in my site which is built based on this tutorial using twenty twenty three theme. But I cannot find section in theme file editor where I can Pest the code. Is there any way to edit in twenty twenty three block theme?

No as of now it's not available inside default block theme
