I think you mean why player 2 used Maxx 'C'? Because most hand traps still work even if you went first, so drawing them as your opponent tries to break your board can help you maintain said board. And if they DO break it, then you have more cards to try and break their board right back. This is actually one of the reasons Maxx 'C' is banned in the TCG: because it can benefit the player that went first just as much if they have one, combo off and then use it on their opponent's turn, and the other player doesn't have one. The problem isn't that they used Maxx 'C' at that point, that was fine. The problem is that they didn't read Vesper Girsu properly and chose to keep 3 or more monsters on their side of the field when it came time to resolve its effect... which prevented them from activating any monster effects for the rest of the turn (and therefore making any hand traps they might have drawn pointless for that turn).
