I used this method,but it only pixelated my image even more when i transferred it to my phone. It only increased the image storage from some kbs to mb but not the quality

you are only talking about resolution, i suspect that you use the same picture from the high resolution and you edit it to become low res to become high res again, you didn't make a sample of a blurred photo itself.
