If it was me and he refused to identify himself I would inform him that he has given me reasonable grounds to suspect he is impersonating a Police Officer, and I would then exercise Section 24(a) of PACE to carry out a citizens arrest for the offence of impersonating a Police Officer.

He needs to say you were being _'abusive'_ - because the House of Lords voted to remove 'insulting' from section 5 of the public order act back in Feb 2014, so now you'll find a lot of police frame what is clearly an insult as 'abuse', the reason 'insulting' was removed was because - surprise, surprise - the police were using that part of the act to arrest anyone who hurt their ego. So now that they can't soothe their butthurt and arrest you for insulting them, they attempt to frame it as 'abuse' to meet the legislation.
A police officer MUST identify themselves when asked when they initiate contact. Also they must tell you they are videoing you at the earliest opportunity. This SERGEANT broke both rules. By not identifying it's possible he is not a police officer or he is doing something corrupt. The advice is to contact 101 (or 999 if urgent) to report a non identifying officer. The sergeant is a total disgrace.
Now THIS is a TEXXTBOOK example of how to talk to rude, egotistical, unprofessional servants 👍 Like TLA says, if they can't even introduce themselves properly, what the hell else are they going to be sloppy, neglectful and unprofessional over ?

Covert recording without authority is an Offence for a police officer under the RIPA ACT 2000 and can be dismissed by the IOPC
