yes, this filter is certainly better then the internal power filter. As far as maintaining plants is concerned. a good amount of light and decent substrate is very important. Everything is just experimentation. Depending upon where you live, what fish and how many fish your are keeping you may need to change things accordingly. Bro, its fish keeping is just like any other hobby or pet. There is no filter in the world that can make your tank water crystal clear. Its a combination of cleaning yourself. the food you feed and how much you feed. the type of fish you have. all these things and many more will dictate your water condition. So, you will have to experiment with your tank and figure out what works for your tank. Here is my friend's tank 1.5 feet cube using the same type of filter. one size smaller.

Every tank is different and how you setup your tank will also vary. if you have fish that swim really fast then you may want to run your filter at full speed. So, keep experimenting and see what works best for you and your tank.

You can try 'top filter' which pours water from the top of the tank. OR this Hanging filter. But, i can't say whether it will solve your problem or not as every fish is different and shows different behavior even if they belong to the same species. Also, try Sponge filter as you can place sponge filter any where in your tank away from the tank perimeter so, even if the fish try to chase the bubbles coming out of the filter the fish will not hit the walls of the tank. Short Answer, EXPERIMENT with different filters and their placement as every tank you set up is an experiment.

NO, Don't worry about power cuts. The filter will start working after the powercut. you do not have to add any water in side the filter. The pump will do all the work.
It will take few minutes for the filter pads to get wet and then the water will not go from above the filter pads. However, some water going above the filter pads is normal when the filter flow is set at maximum.
