Sakura lets Yue getting away with NOT DOING chores because she wants to make him understand the difference between FRIEND and MISTRESS: Kero has been living with her for over a year, he is easygoing, playful and acts like a child himself (he loves cakes and videogames, throws tantrums and is always in the form of a winged teddy bear), so Sakura sees him as a PEER, not only as a GUARDIAN, and has no problem in bossing Kero around and getting his help with chores and homework; Yue is basically a stranger to Sakura (who still has a hard time believing he and Julien are the same person, as Julien is warm and caring, while Yue is cold and serious), his angelic form gives him a more adult-like and authoritive look, and she knows that, even if he officially gave her the title of Mistress, Yue still DOES NOT WANT A NEW MISTRESS because Yue had a special bond with his former Master (Clow Reed) and now misses him and feels abandoned by him. Plus he did see Clow Reed as his creator and guide, and the most powerful magician in the world... and now he does not know how to act around a little girl who is still learning to control her powers and needs to be guided BY HIM! Sakura wants to love and be loved by Yue, but also knows he needs time to accept her, so she can't boss him around like with Kero, or Yue would see this as his new Mistress giving him orders, and Sakura wants to be his FRIEND, despite of being the Mistress: in order to teach him this difference, she allows Yue to NOT do chores or anything he does NOT want to do (except protecting her, which he does as his duty, not out of love); instead she chats with him, she aknowledge his feelings without blaming him for feeling this way, and she confides in him, thus gaining his affection little by little.
if I remember correctly, when kero berro tries to get into sakura's room through the window, we could see his balls dangling side to side from the rear view
