Wow, wow, wow. New myth again, i suppose. Let's investigate all the hints (Of course i'm not playing SA because who the heck can open SA to investigate this when this video is just uploaded).
- The warehouse, yeah. That warehouse is suspicious, because the interesting background noise, that is used for interiors, but the warehouse can be entered by going to the back door. Well, i suppose it's very suspicious, but i think Rockstar must know this thing. I suppose the interior noise, as you told to us, is not only for interiors, but also for large rooms that are accesible either from front or back door. Maybe you could try it, i don't know, but it might be it, so it's for interior but the interior is not only for the flying interior inside the Blue Hell, but also for the interior outside the Blue Hell, making it maybe a false accusation of Tenpenny is/was hiding something. Also you mentioned about the gunshots that could be the hint. Logically gunshots can be heard by venturing the area nearby or inside a gang territory (For example, if you walking in Ganton, there will be gunshots). The warehouse, is technically a part of Ocean Docks, which has a neighborhood that is controled by gangs (Idk it's name but it's also an industrial area controled by the Ballas). You can hear gunshots if you walking nearby a gang neighborhood too, so that's a thing. But maybe, finding through all possibilities, we can conclude something. A fact that Ballas and Russian had made a deal in this warehouse could be a hint that this area is isolated (Cops can't enter this area), guarded (Warehouses have like passwords to open their door but i think for a warehouse like that, it's a little bit too-guarded), so the place might also be the meeting of Ballas and C.R.A.S.H at one point before the game occurs. Other thing is the AK47, which i forgot but thank God you nailed it so well at the AK47 fails so i can remember. It's very strange and weird to have AK47 and Body Armor inside the warehouse (If i recall the Body Armor won't dissapear after the mission, but the health will, so the health is technically a part of the mission, but the armor isn't, i might be wrong tho), but the most suspicious is the AK. It could be a hint that Ballas has used this for their straight up hiding area for a while until they made a deal with the Russian and Carl interrupted, forcing they to move their hiding area and meeting area i suppose. For a warehouse it's also weird things to have cars and bikes vans to park the vehicles. What warehouse doesn't have a parking lot? So the warehouse is still suspicious location, Crash might bury Pendelbury inside it, we don't know.
- SF HQ is locked because there is nothing interesting about SF HQ's interior, maybe there is in the Blue Hell because if i recall again i can remember that there was an indicator for SF HQ inside the Blue Hell, but it's just regular interior, it's not like LV HQ which is surprisingly interesting inside and outside. Also Dillimore is not Los Santos, but it's Red County. Los Santos is only until Mulholland to the north, so Dillimore is not a part. It got LSPD HQ because it is the same interior and Rockstar is too lazy to change the name i suppose. Why bothering changing it tho? It's the same interior so nothing special, just like Bars.
Pendelbury is still a hidden myth, but we will find it and we will nail this myth!

Hi, it's me again from the fourth video of this series! I have a couple of ideas...I didn't count them!
The first one is in the fourth video when you were investigating in Las Venturas you saw a green sabre,you looked underground and to the right of the camera there was some kind of interior maybe you can look into this.
The second idea is that there is an mission in Liberty city you can glitch out of the mission and explore Liberty city maybe you can find some evidence!
The third idea is that you can look into the helicopter script maybe after the mission he goes to the airport or maybe you can find evidence.
I like this video but they could've moved the corpse so.. doesn't make exactly the bunker a.k.a the hideout!
This game is still captivating after all these years! Unbelievable! ☺

The lack of brightness actually enhances the feel of mystery. While I've been in the LS sewers multiple times, seeing it in the night with brightness turned down was unsettling.
Edit - The Dillimore Police Station actually uses the same interior as the LSPD HQ. You can pick up the weapons in one location, get to the other under six minutes and the weapons won't be there as they haven't respawned yet.
Edit2 - What's with the Police Maverick? Maybe they're spying on you for getting too close? :P
My fanmade theory is that pendelbury may have survived but he is in a coma in a unlocated hospital
