From your description it sounds like rust spots which is a fungal disease.
I would isolate the plants and treat with a fungalcide.

Great question. I find that boiling water helps but there may still be some chemicals left in the tap water.

Definitely will be find the plant, either new growth will occur at same spot or the Dracenea will active a new node and new growth will occur there.
