1st check how many apfc panels are there like, is there any local apfc panel connected near to load? If yes the set the target power factor in local apfc is less than main apfc panel.
2nd if there are no apfc panels in load end then check target power factor in this apfc controller. If the power factor is not set to 0.999 then set it.
3rd case if your load is very low, in that case the apfc controller also shows ovcom ( not continuously but rapidly). To solve this problem you have to either increase the load or install 1 kvar, 2 kvar and 5 kvar capacitor bank.
