hey for the dragons to appear you have to do the white run tower quest so you can do bleakfalls quest cause the tower quest is triggered after bleakfalls and if lorerim has at your own pace you have to talk to the jarl wizard tp trigger it
About getting that bounty out of no where maybe flame cloak or another casted spell in that fight against Hagraven triggered npcs as hostile action so guard shown up. Same when you use shouts in cities guards come running to player asking to stop.

Specifically in Lorerim. It’s a crime to do necromancy. Summoning the dragur and skeletons will cause that to happen.
