It was best described in the post-credits scene of DC League of Super-Pets, by Anubis, Black Adam's pet dog named after the Egyptian deity (and also voiced by Dwayne Johnson) (also, this is me paraphrasing): "An anti-hero is basically the same thing as a superhero, but way cooler. You make up your own rules, and then you break them. Also, you can ignore most moral and ethical conventions because no one can stop you, though the life of an anti-hero straddles a fine line between heroism and villainy."

Actually A lot of criminals and beings that don't regret their sins they've committed still get struck by the penance stare, it doesn't matter if ya regret it or not, Ghost Rider's Penance Stare works on anyone who has a soul
It seems to be based on Ghost Rider's judgment. He once used the penance stare on The Punisher and it didn't effect him because Frank Castle believed he had no regrets for killing the mafia members who killed his family only for Ghost Rider to then use it against The Punisher again in a different comic, this time doing what it normally does and made The Punisher feel the pain he inflicted on others during his crusade on crime. He's also used it on Deadpool to make him see the error of his ways and shutting the merc with a mouth up for once, it didn't destroy Deadpool's soul but he did say that it hurt a lot.
Looks like scorpion is not the only one who is fuel with vengeance.

Awesome video! It was nice seeing a gacha video where the characters react to something less popular/mainstream. It would be awesome to see their reactions to other antihero characters like Spawn, Rorschach, John Constantine, etc.
Fun fact gost rider as a veri fast regenerative ability that heals his wunds and the fire is not normal fire is hell fire which ignores normal defenses like Armours and damages directly the soul of the opponent he also as the judgment stare ability which mekes you feel all the pain that yuo caused to other people all at once😢😅😢
