I think it's been fixed back to the 150% in the patch today, Brozime did a vid on this last week I think.

Editor's note: Swap out Dreamer's Bond for Steel Charge for more damage if desired.
uuuuh how does adaptation help you? It needs multiple hits to build up to adapt to the damage. You're better off with a shield recharge mod
