TBH I felt that Anna was added last minute as she is a rushjob here. At least she got more moves, her own voice + extra costume in the console version of Tekken 3.
I through that Namco not explained why Anna is added in Arcade version as a special mid-pallete swap for Nina and have the same moveset of her including all voices. Thankfully the company returned Anna's independency on the popular console version with her own moveset(the original ones from the first two Tekkens plus new ones for that version), as well her own slot, voice actress, second and third costumes and ending. Let's keep atention because Namco was just announced Tekken 8 with first confirmed characters and gameplay. Anna Williams must be in the new entry.
Fun fact: other than the Ogres, Dr. B. and Gon Mokujin could not imitate Anna in the console version of T3. Maybe due to the fact that she was not originally included in the game..

I think it's interesting on how Nina's neutral stance in this game is so fitting for Anna here.
In Arcade version of Tekken Tag Tournament, Anna was based on the PSX version instead of this.
I've got shocked when I was 8 years old and selected Nina but got Anna instead 🤣 good childhood times, such a great video !!

In the files of Tekken 3, there's a voicebank for Tekken 1 and 2 Anna and Nina.
