Cross contamination through the divider isn't a problem when some of your clients don't even bother to recycle 😒😕 It would be interesting to know how people are fined in Germany for not recycling. Garbage inspectors/police? Since the majority of garbage collection companies in the US are privately owned, I don't think fining people will work. There are many reasons it wouldn't work, too many to put in the comments.
German here, never heard that someone get fined. They just refuse your bin. If the trashcan is manualy put in the truck the trashmen open the lid and give it a glance, in Areas with automatic trashtrucks they have a camera in the hopper and if you are not seperating correct they will take notes and check the bin if you do it regular.
Single stream is mixed recyclables... That's the point of it. If there is trash it is because people are stupid. It's a split truck for trash and single stream and it does what it was designed to do

I can´t see any recycling. One 1h of putting mixed (plastic, glass, cardboard) trash in a trash truck.
