My personal opinion says that 16y/o Gun >=seongji , because in chapter 491 we got reference of gun who would come to beat seongji in shaman view .
(1) why would someone think of a person who could be easily beated by single kojima to interfere , which states gun was playing with the kojima brothers as per charles plan
(2) Gun have ui which could adjust with opponent potential as stated by ptj explaining ui daniel
(3) still dont know how many thresholds gun have , and we know how badass he is to keep destroying opponents
(4) if gap son kos is stated equal or above james , then the super power that gap fought was yamazaki , who's son is gun must be having higher potential then kos , and kos is the strongest 1 st gen king
(5) still its not clear whether james lost or not and i would say james =< gun , if james lose the fight then it can be said seongji has upper hand on 16 y/o gun ( but not prime gun ) , prime gun toying everyone whenever he enters the fight .

2. this is very close to prime james. they are making the four major crews, meaning they intend to end the 1st generation very soon/ if not decided already in order to implement this system and not get any nuisances that could distract them from charles choi getting money to fund his business via the 4 major crews. Prime James wont be far off from here because hes seen with red hair - and he himself acknowledged he cannot get above 2 thresholds. And he also said he as more experience than seongji - thats sus but also shows hes around his prime cuz of how many people he mustve defeated (probably not 1st gen kings).
